MINISTERIAL  CONFERENCE
on Environment and Sustainable Development in Northern Europe

The Conference was held on 28 and 29 August 2003 in Lulea, Sweden.

There took place three meeting of the Ministers:

        Meeting of the Environment Ministers of the Nordic Council


        Meeting of the Environment Ministers of the Barents Euro-Arctic Council (BEAC)


        Meeting of the Environment Ministers of the Council of the Baltic Sea States
The results of the BEAC meeting regard directly:
  • the activity of our Centre and its regional branches
  • further development and promotion of Cleaner Production principles as an element of life cycle assesment (LCA)
  • introduction of Best Available Technique (BAT) using Cleaner Production approach
  • implementation of the Integrated Product Policy (IPP) as such

A document on Cleaner Production Policy was adopted at the meeting of the Environment Ministers of BEAC. It was submitted to the European commission as a contribution into the Northern Dimension Action Plan for the years 2004 to 2006, which is to be approved of in the near future.


A Declaration was carried through, as well.

A report of the Working Group on Environment (WGE) was presented to the Meeting.
