Thus, your attempts to keep your export component alive mean that you must try hard to make passage to the EMS. Successful development of an entity suggests its attractiveness for possible investors, in first order, for those from abroad. These latter take into consideration not only economical factors, but also proven by documents ecological justifiability of Russian companies. There are, however, people who argue that the produce is sold as hot cakes so far, and it is no use trying to foresee sudden shifts in the international situation that are likely to entail deep changes in the world market, and thus cause the manufacturers to incur substantial losses? Meanwhile the European Community has declared its intention to admit to the EC common market only those companies certified according to the ISO 14000 family of international standards. Moreover, in 2 to 3 years the EC is going to adopt an Integrated Product Policy, the regulations that strictly determine (including by ecological criteria) the whole life cycle of production process - from raw material to end use and subsequent utilization. It will be quite impossible to fulfil these regulations without adoption of the EMS continually perfected, and the door of the international market will soon close up. As to the inner market, positions on it may be improved by reducing use of all kind of resources (power, water, fuel, raw materials), which, in turn, and the experience of the Cleaner Production Programme clearly proves it, reduces unfavourable influence of effluents on the environment and human health. A gradual transition to the EMS yields in this case an obvious practical effect, especially when the tariffs on electricity, carriage and the coming payment for use of natural resources are growing with every day. Introduction of the EMS will be able to extenuate considerably the clash between the authorities and the industry and agriculture, provoked by demands of population to better the environmental life conditions. Summing up the above said we can say that transition to the modern environmental management system with subsequent certification according to the ISO 14000 family of international standards is for enterprises a real way to improve their economic situation and guarantee further development. This, in turn, will contribute to a stable development of the region where the enterprise is based, and, in the end, to a stable development of the whole of the country.
